New guidance on resuming work has been rolled out by the city's Commission of Economy and Informatization, clarifying requirements for different sectors that may resume work next week.

A general industry category, covering most enterprises, requires them to register with the one-stop government service platform (http://zwdt.sh.gov.cn/) and upload its epidemic control and prevention plan before resuming work.

Construction sites can resume operations after submitting commitment letters by the online work resumption registration system of Shanghai’s Commission of Housing and Urban-Rural Development.

A special industry category — museums, art galleries, libraries and venues such as salons and chess rooms — needs a permit from cultural and tourism authorities after registering. Sports venues including swimming pools, gyms, basketball courts and commercial sports areas need a permit from sports authorities.

A third category covering travel agencies and some online tourism business, theatrical events and offline education and training programs is not currently allowed a resumption of work.

While technical engineering talent remains tight, the emerging bottleneck is global commercial and export compliance executives who can open and manage overseas markets. Demand for these roles has far outpaced the small candidate pool, with search mandates climbing alongside export figures.

The Machines Are Cheap. Green Hydrogen’s Bottleneck Is People
China's electrolyzer exports surged 17-fold in H1 2026, with the country now holding ~60% of global manufacturing capacity. Hardware cost is no longer the bottleneck of the global green hydrogen buildout. The critical constraint is now scarce cross-functional talent that can turn export orders into fully operating, financed overseas projects, combining technical, commercial, finance and local compliance expertise.
